Two ways CalMuni PFA finances housing.

Lane 1

Workforce Housing for Public Employers

For school districts, cities, and special districts that want to house teachers, first responders, and staff where they work.

  • Built on land the agency already owns. The agency keeps the land.
  • CalMuni PFA finances the project, repaid from the project’s own rents.
  • The agency can buy the project back, and it returns to the agency at the end of the term.
  • Serves moderate- and middle-income employees, 81–120% of area median income.

Lane 2

Affordable and Senior Housing

For qualified developers and nonprofit sponsors building or rehabilitating affordable rental housing.

  • Tax-exempt private activity bonds, paired with 4% low-income housing tax credits.
  • Requires a state volume-cap allocation and a public hearing and approval by the local elected body.
  • Repaid from the project’s revenues, not the local agency.
