Most agencies look for a financing partner only when a project is urgent. By then, there is little time to compare options, the lender or underwriter often names the price, and the decision is made under pressure. Smaller agencies also lack the scale to reach the full market on their own.

02 · How it works

Your board adopts a standard resolution approving non-voting membership.
Your agency signs a two-page member agreement.
When a capital need arises, the platform is already in place. Each financing still requires your board’s separate approval.

03 · What you get

Competition on every deal. Private placements go to 50+ banks and institutional investors; public offerings choose from about 15 underwriters.
Pooling. Smaller agencies can issue together to share costs, with no cross-liability.
Six programs on one platform. Schools, energy, growth, water and wastewater, nonprofits, and housing.
Optional planning support. PFA 360 long-range modeling, available as a separately billed service if your agency elects it.

04 · What it takes

One board action. We provide the sample resolution, staff report, and member agreement.
No application fee, no annual dues, no retainer.
No obligation to finance. You may withdraw by written notice at any time, except while a financing for your agency, or one it approved within its jurisdiction, is outstanding.

05 · Questions

Does membership create any liability?: No. Your agency is not responsible for any other member’s obligations, and membership pledges none of your funds.
Do we give up control?: No. Your board approves every financing, and nothing proceeds without it.
Is CalMuni PFA our advisor?: No. CalMuni PFA is the issuer. You may use your own advisor, or engage CalMuni Advisors for optional advisory services.
How long does joining take?: Most agencies complete it in a single board meeting cycle.
